The EU agenda on Regional Development together with Albania’s EU commitment provides a strong drive for the decentralization reform in as much as decentralization is expected to open more opportunities for regional development in Albanian Context.. However, international experience shows that the decentralization path is long, complex and challenging. For this reason, it is needed to design the reform process in a careful way. Addressing all questions at the same time in an unstructured way and under to high time pressure could trigger the risk of “reform fatigue” and prevent Albania to reap full benefits from the decentralization.
