The analyses is mainly focused on the draft law “On the organization and functioning of local government” proposed by the Minister of State for Local Government Issues, on September 2015 and the draft law report.

For comparative reasons, in relation to specific issues such as: the mission of local government, main principles of governance, functions and competences of local government, functions of municipalities in social services, competences of the council members, duties and competences of the (qark) districs, etc , the analyses has taken into account the existing Law No. 8562, dated 07.07.2000 for “On the organization and functioning of local government”.
