The “Manual on Long and Medium Term Strategic and Financial Planning” is the result of intensive efforts of several authors and experiences. This manual is based on an initiative undertaken by InterCooperation in Albania, under the Program for Decentralization and Local Development Program in Albania. The preparation of the document went through a process of close consultations between Albanian Association of Municipalities (AAM) and Albanian Association of Communes (AAC), and was strongly supported by InterCooperation in Albania.

Since the year 2009, Albanian local governments are obliged to prepare a medium-term budget based on law 9936 on Management of Budgetary System in the Republic of Albania. With the medium-term budget, the law requires an integrated policy and financial plan for a time-frame of three years. The medium-term budget is considered to be the interface between long-term strategic planning with a time-frame of ten years and more, and the annual budget.
