This manual is based on an initiative undertaken by InterCooperation in Albania, under the Program for Decentralization and Local Development Program in Albania. The preparation of the document went through a process of close consultations between Albanian Association of Municipalities (AAM) and Albanian Association of Communes (AAC), and was strongly supported by InterCooperation in Albania.
