This module has been developed to further consolidate the initiatives undertaken by many project in the last 15 years and the Albanian Government latest vision to finally implement the accumulated knowledge on service provisions. The manual is focused on the waste management services only. This manual is developed on the gathered experience and developed training curricula, manuals and guidelines to increase local level experts’ capacities implemented by Swiss supported program dldp. Such packages have been developed for strategic planning and public finance management, waste management, e-gov and fund accessing.

Feasibility study-recycling championship in 5 Qarks

American Global Consulting was contract by dldp to research the feasibility of developing a sustainable Recycling Championship at Elementary and High School level in 5 Qarks of Albania (Durres, Lezhe, Shkodra, Kukes and Dibra).

The goal of the study was to determine the feasibility of the championship, identification of potential actors to be involved, the willingness of many government bodies to participate, private and public interest, potential cities to be included in the scheme, logistic plan and monetary management, a SWOT analysis, as well as financial projection among many other elements.

This document presents some initial first efforts to enable the design of several indicators measuring the performance of waste management services at the local level and the performance in terms of the implementation of waste management policies at the central level.
Dldp Program (Decentralization and Local Development Program) with an activity of more than 8 years, mainly in the northern areas of the country and not only, has already become an important partner in the waste sector in Albania. This program through the financial and technical assistance among others has aimed at improving the quality of service delivery by the LGU. So in terms of urban waste management the program has assisted the LGUs in planning and implementing the waste management plans in order to achieve the national objectives.

Improper management of waste is a global environmental challenge, because it comes directly from human activity unrestrained. This challenge affects the community and quality of environment in developing countries and emerging economies. However, the challenges facing countries in development, not necessarily are the same with those of developed countries. For Albania one of the challenges remains disposal of those wastes that can be recycled or reused. One of these trends is organic waste and green mass for rural areas. Composting is a process that is recently seen more and more as a natural management practice, very positive for soil enrichment and addressing the problem of losses, erosion and reduction of negative impact on the environment due to the extensive practice of land use in the passed decades. Producers and users of compost find in this manual information on what is compost and what are the benefits of its application. It shows composting methods and technology and how to address environmental sustainability and various problems with which farmers may face.

Waste management is a service based on tariff, which in principle is offered to the every “client” able to pay for it. On the other side it is an environmental and health protection service, to maintain clean environments and prevent disease. These two elements need to be well managed and positively approached by communities and service providers (i.e. LGUs).
