MEDIUM TERM BUDGET PREPARATION FOR LOCAL SELFGOVERNMENT UNITS IN ALBANIAN CONTEXT

Since the year 2009, local government units in ALbania are obliged to prepare a medium-term budget based on law 9936 on the Management of the Budgetary System in the Republic of Albania. With the mediumterm budget, the law requires an integrated policy and financial plan for a time-frame of three years. The law No.68/2017 on local self-government finance confirmed and further specified this legal requirement. The mediumterm budget is the interface between long-term strategic planning with a time-frame of ten years and more, and the annual budget.

The manual on Annual Budget Execution and Monitoring (ABEM) for Local Government Officials is part of a series of training modules designed to respond to training needs of local government officials on public financial management practices. It is the result of intensive efforts of several authors coming from different backgrounds. This manual together with the manual on “Annual Budget Preparation (ABP)” and “Strategic Development Planning and Performance Based Budgeting in the Medium-Term (SDPeMTBP)” is based on an initiative undertaken by HELVETAS Swiss InterCooperation in Albania, under the Decentralization and Local Development Program (dldp).

It is the result of intensive efforts of several authors coming from different backgrounds. This manual together with the manual on “Annual Budget Preparation” and on “Annual Budget Execution and Evaluation” is based on an initiative undertaken by HELVETAS Swiss InterCooperation in Albania, under the Decentralization and Local Development Program (dldp). The preparation of this document has benefited from the consultations with various institutions.

Long and Medium Term Strategic and Financial Planning

The “Manual on Long and Medium Term Strategic and Financial Planning” is the result of intensive efforts of several authors and experiences. This manual is based on an initiative undertaken by InterCooperation in Albania, under the Program for Decentralization and Local Development Program in Albania. The preparation of the document went through a process of close consultations between Albanian Association of Municipalities (AAM) and Albanian Association of Communes (AAC), and was strongly supported by InterCooperation in Albania.
